International cooperation

International cooperation in science, technology and innovation is constantly expanding in today's world.
In the context of global competition and resources dispersal, the most part of global projects implementation and promotion is often the only possible through transnational research and production chains. In this regard, the international cooperation development is one of the State policy priorities.

Goals and objectives of international scientific and technological cooperation of Russian Federation determined by the Russian legislation in accordance with the State Policy and applicable instruments in the field of socio-economic and technological development.

Below listed the Russian Federation key documents, governing international scientific and technological cooperation:
  • "The concept of long-term socio-economic development of the Russian Federation for the period up to 2020", developed in accordance with the instructions of the President and approved by the Federal Government on November 17, 2008 1662-r.
  • "The strategy of innovative development of the Russian Federation for the period up to 2020" (Innovative Russia - 2020). Approved by Decree of the Government of the Russian Federation of December 8, 2011 2227-p.
  • "The Concept of State Policy of the Russian Federation in the field of ISTC", adopted in 2000 for the period until 2005 (and is still in effect)
  • "The policy framework of the Russian Federation in the field of science and technology for the period up to 2010 and beyond", approved by order of the President of 30.03.2002 Pr-576.

International cooperation is generally realized in bilateral and multilateral cooperation, as well as in the form of interaction of separate units as universities, business entities, technology platforms, SMEs, etc.

The rightful principles of bilateral cooperation are the existing international agreements on scientific and technical cooperation.

There are some global multilateral cooperation units:
APEC - Asia-Pacific Economic Cooperation - Forum 21 economies of the Asia-Pacific region for cooperation in the field of regional trade liberalization, facilitation and investment. The purpose of APEC is to increase economic growth and prosperity in the region and to strengthen the Asia-Pacific community.
OECD - Organisation for Economic Co-operation and Development - an international economic organization of developed countries, recognizing the principles of representative democracy and a free market economy.
BRICS - a group of five emerging countries: Brazil, Russia, India, China, South Africa.
ASEAN - Association of Southeast Asian Nations (Eng. Association of South East Asian Nations, ACEAN) - political, economic and cultural regional intergovernmental organization of countries. located in Southeast Asia.

In the Russian Federation, international cooperation is funded by major programs to support scientific, technical and innovative activity.
